This work presents a blueprint or set of guidelines for the planning and development of sustainable national centers dealing with the safety of nanomaterials and nanotechnologies toward public health and environment. The blueprint was developed following a methodological approach of EU-wide online survey and workshop with several stakeholders. The purpose was to identify the key elements and challenges in the development and sustainability of a national nanosafety center. The responses were received from representatives of 16 national nanosafety centers across Europe (...) and 44 people from 18 EU member states who represented the stakeholder groups of researchers, academics, industry, regulators, civil society, and consultants. By providing an overview of the organizational design of existing national nanosafety centers across EU and converging demands in the field of nanosafety, the blueprint principally benefits those EU member states who do not have a national nanosafety center, but intend to develop an entity to manage the human health, environmental, ethical, and social concerns/risks toward the growing nationwide activities on engineered nanomaterials, e.g., their production, use or disposal, at national level. Una de las organizaciones de la sociedad civil que ha adquirido gran relevancia en el combate a la pobreza alimentaria en el estado de Sonora es el Banco de Alimentos de Hermosillo (BAH). Su objetivo es combatir el hambre y la desnutrición mediante la distribución de alimentos a zonas marginadas. Pesqueira, es una de las localidades en situación crítica de pobreza alimentaria y que ha sido beneficiada por los apoyos que otorga el BAH. Sin embargo, a pesar de que esos (...) apoyos son reconocidos como una ayuda importante en términos de asistencia alimentaria, se desconoce objetivamente su impacto nutricional y económico. La metodología consistió en la tipificación de las canastas alimentarias (CA) durante un periodo de cuatro meses para contrastar su aporte nutricional y su valor en el mercado. Los resultados son los siguientes: de acuerdo a la composición nutrimental de la CA, es posible observar que sólo cubre el 20% de la ingestión diaria recomendada. En términos económicos, las CA han contribuido a que la población beneficiaria reduzca sus niveles de pobreza alimentaria en un 40%, aunque persiste la pobreza en términos absolutos. (shrink)

The role of mothers in prenatal research has been discussed extensively. Significantly less work has been done on the father’s role. In this article, focusing on ethical issues, we seek to redress this imbalance. Examining the father’s position in research conducted on pregnant women, we ask whether or not paternal consent ought to be required in addition to that of the pregnant woman. Having distinguished between different concepts of father and mother, we proceed by giving an overview of the reasons (...) for requiring consent of the woman who is carrying the child. We then examine which of these reasons apply to the biological father, and show that some of them are relevant to the father. The case, roughly speaking, revolves around privacy issues, the father’s future legal responsibilities, and the likelihood that he will care about the health and wellbeing of his future child. These factors in the decision problem should all be recognized, as should the fact that they can in principle be trumped by other considerations. (shrink)

Game of Thrones is a popular, award-winning television series with an eight-season run on Home Box Office, based on the Song of Fire and Ice series of books by George R.R. Martin. It depicts a morally complex political situation in a fantasy environment that has some similarities to medieval Europe. In the midst of this setting, the series advocates a cynical attitude towards politics, social structures, and religion. Most notably, the series suggests that there is no such thing as political (...) legitimacy. This chapter identifies a pattern of cynicism throughout Game of Thrones but points towards the thoughts of John Locke and Thomas Aquinas as possible alternatives to the story’s cynicism. (shrink)

In _Civilization and Its Discontents_, Freud made abundantly clear what he thought about the biblical injunction, first articulated in Leviticus 19:18 and then elaborated in Christian teachings, to love one's neighbor as oneself. "Let us adopt a naive attitude towards it," he proposed, "as though we were hearing it for the first time; we shall be unable then to suppress a feeling of surprise and bewilderment." After the horrors of World War II, the Holocaust, Stalinism, and Yugoslavia, Leviticus 19:18 seems (...) even less conceivable—but all the more urgent now—than Freud imagined. In _The Neighbor_, three of the most significant intellectuals working in psychoanalysis and critical theory collaborate to show how this problem of neighbor-love opens questions that are fundamental to ethical inquiry and that suggest a new theological configuration of political theory. Their three extended essays explore today's central historical problem: the persistence of the theological in the political. This paper describes a way of creating and maintaining a `dynamic encyclopedia', i.e., an encyclopedia whose entries can be improved and updated on a continual basis without requiring the production of an entire new edition. Such an encyclopedia is therefore responsive to new developments and new research. We discuss our implementation of a dynamic encyclopedia and the problems that we had to solve along the way. We also discuss ways of automating the administration of the encyclopedia.

We think of modern liberalism as the novel product of a world reinvented on a secular basis after 1945. In The Theology of Liberalism, one of the country's most important political theorists argues that we could hardly be more wrong. ABSTRACT Suppose that, for every possible event and person who would exist whether or not the event were to occur, there is a well-being level that the person would occupy if the event were to occur, and a well-being level that the person would occupy if the event were not to occur. Do facts about such connections between events and well-being levels always suffice to determine whether an event would harm or benefit a person? Many seemingly attractive accounts of harm (...) and benefit entail an affirmative answer to this question, including the widely held Counterfactual Comparative Account (CCA). We address a puzzle about the meanings of fraction words due to Nathan Salmon. Counting 2 1/2 oranges seemingly requires enumerating a collection of objects with a non-whole cardinal number, which is incoherent by the lights of traditional analyses of cardinality expressions. Thus, some argue that counting 2 1/2 oranges really amounts to measuring quantities of orange-stuff . However, we claim that `2 1/2 oranges' is ambiguous between counting and measuring interpretations, and recognizing this affords a novel solution to Salmon's (...) puzzle which is consistent with traditional analyses. The primary argument against mereological singularism—the view that definite plural noun phrases like ‘the students’ refer to “set-like entities”—is that it is ultimately incoherent. The most forceful form of this charge is due to Barry Schein, who argues that singularists must accept a certain comprehension principle which entails the existence of things having the contradictory property of being both atomic and non-atomic. The purpose of this paper is to defuse Schein’s argument, by noting three necessary and independently motivated restrictions on (...) the metalinguistic predicates ‘atom’ and ‘non-atom’: both are sort, property, and context-relative. With these restrictions in place, Schein’s problematic assumption becomes evident: his presumed singularist analysis of ‘non-atom’ conflates the metalanguage with the meta-metalanguage, i.e. the language used to talk about the metalanguage. In Phenomenology of Spirit (1806) Hegel is often held to have announced the end of history, where 'history' is to be understood as the long pursuit of ends towards which humanity had always been striving. In this, the first book in English to thoroughly critique this entrenched view, Eric Michael Dale argues that it is a misinterpretation. Dale offers a reading of his own, showing how it sits within the larger schema of Hegel's thought and makes room for an (...) understanding of the 'end of history' as Hegel intended. Through an elegant analysis of Hegel's philosophy of history, Dale guides the reader away from the common misinterpretation of the 'end of history' to other valuable elements of Hegel's arguments which are often overlooked and deserve to endure. In this paper, we give a new argument for the existence of moral luck. The argument is based on a manipulation case in which two agents both lack second-order control over their actions, but one of them has first-order control. Our argument is, we argue, in several respects stronger than standard arguments for moral luck. Five possible objections to the argument are considered, and its general significance for the debate on moral luck is briefly discussed.

My dissertation asks how we affect conversational context and how it affects us when we participate in any conversation—including philosophical conversations. Chapter 1 argues that speakers make pragmatic presuppositions when they use proper names. I appeal to these presuppositions in giving a treatment of Frege’s puzzle that is consistent with the claim that coreferential proper names have the same semantic value. I outline an explanation of the way presupposition carrying expressions in general behave in belief ascriptions, and suggest that substitutivity (...) failure is a special case of this behavior. Chapter 2 develops a compositional probabilistic semantics for the language of subjective uncertainty, including epistemic adjectives scoped under quantifiers. I argue that we should distinguish sharply between the effects that epistemically hedged statements have on conversational context, and the effects that they have on belief states. I also suggest that epistemically hedged statements are a kind of doxastic advice, and explain how this hypothesis illuminates some otherwise puzzling phenomena. Chapter 3 argues that ordinary causal talk is deeply sensitive to conversational context. The principle that I formulate to characterize that context sensitivity explains at least some of the oddness of ‘systematic causal overdetermination,’ and explains why some putative overgenerated causes are never felicitously counted, in conversation, as causes. But the principle also makes metaphysical theorizing about causation rather indirectly constrained by ordinary language judgments. (shrink)

This review of 122 research reports (184 independent samples, 14,900 subjects) found average r ϭ .274 for prediction of behavioral, judgment, and physiological measures by Implicit Association Test (IAT) measures. Parallel explicit (i.e., self-report) measures, available in 156 of these samples (13,068 subjects), also predicted effectively (average r ϭ .361), but with much greater variability of effect size. Predictive validity of self-report was impaired for socially sensitive topics, for which impression..

Using an example of a computer simulation of the convective structure of a red giant star, this paper argues that simulation is a rich inferential process, and not simply a “number crunching” technique. The scientific practice of simulation, moreover, poses some interesting and challenging epistemological and methodological issues for the philosophy of science. I will also argue that these challenges would be best addressed by a philosophy of science that places less emphasis on the representational capacity of theories and more (...) emphasis on the role of theory in guiding the construction of models. His oratory launched on the world scene a new culture that instantly began to shape, solidify, and even sublimate the caliphate as the most arresting rhetorical performance of radical and militant Islam. However, despite this self-proclamation, political commentators (...) failed to accurately size up the emerging culture of the new caliphate, and we find ourselves faced now with an alternative, global culture that draws irresistibly more and more converts and partisans into its orbit. Many philosophical theories make comparisons between objects, events, states of affairs, worlds, or systems, and many such theories deliver plausible verdicts only if some of the elements they compare are ranked as ‘best.’ When the relevant ordering does not have such ‘best’ or ‘tied for best’ elements the theory wrongly falls silent or gives badly counterintuitive results. This paper develops ordering supervaluationism---a very general technique that allows any such theory to handle these problematic cases. Just as ordinary supervaluation helps us (...) save and generalize ‘uniqueness assuming’ theories, ordering supervaluationism helps us save and generalize ‘limit assuming’ theories. With so many otherwise attractive limit assuming theories, this is a sensible, methodologically conservative approach. (shrink)

It is often claimed (most recently by Michael Friedman) that Kant intended to justify Newton’s most fundamental claims expressed in the Principia, such as his laws of motion and the law of universal gravitation. In this article, I argue that the differences between Newton’s laws of motion and Kant’s laws of mechanics are not superficial or merely apparent. Rather, they reflect fundamental differences in their respective projects. This point can be seen especially clearly by considering the nature of the various (...) projects undertaken in Germany prior to Kant that discuss the laws of motion. Wolff and his followers qua metaphysicians were especially interested in providing nonempirical justifications of their laws of motion as well as an intelligible account of the fundamental properties of bodies in terms of substance, accident, and force. Maupertuis and Euler, despite often being seen as Newtonians, both drew on traditions other than Newton’s. Physics textbooks (by figures such as Erxleben, Karsten, ‘s Gravesande, and Musschenbroek) vary considerably in their aims, but in none of these cases is Newton’s main argument of the Principia presented. In light of the fact that these projects are distinct in significant ways from Newton’s project, the differences between Newton’s laws of motion and Kant’s laws of mechanics are most likely not merely apparent but reflect the fact that Kant, too, was pursuing a project fundamentally distinct from Newton’s. In his latest book, Eric Scerri presents a completely original account of the nature of scientific progress. It consists of a holistic and unified approach in which science is seen as a living and evolving single organism. Instead of scientific revolutions featuring exceptionally gifted individuals, Scerri argues that the "little people" contribute as much as the "heroes" of science. To do this he examines seven case studies of virtually unknown chemists and physicists in the early 20th century quest to (...) discover the structure of the atom. They include the amateur scientist Anton van den Broek who pioneered the notion of atomic number as well as Edmund Stoner a then physics graduate student who provided the seed for Pauli's Exclusion Principle. Another case is the physicist John Nicholson who is virtually unknown and yet was the first to propose the notion of quantization of angular momentum that was soon put to good use by Niels Bohr. Instead of focusing on the logic and rationality of science, Scerri elevates the role of trial and error and multiple discovery and moves beyond the notion of scientific developments being right or wrong. While criticizing Thomas Kuhn's notion of scientific revolutions he agrees with Kuhn that science is not drawn towards an external truth but is rather driven from within. The book will enliven the long-standing debate on the nature of science, which has increasingly shied away from the big question of "what is science?". (shrink)

If philosophical moral reflection tends to improve moral behaviour, one might expect that professional ethicists will, on average, behave morally better than non-ethicists. One potential source of insight into the moral behaviour of ethicists is philosophers' opinions about ethicists' behaviour. At the 2007 Pacific Division meeting of the American Philosophical Association, we used chocolate to entice 277 passers-by to complete anonymous questionnaires without their knowing the topic of those questionnaires in advance. Version I of the questionnaire asked respondents to compare, (...) in general, the moral behaviour of ethicists to that of philosophers not specializing in ethics and to non-academics of similar social background. Version II asked respondents similar questions about the moral behaviour of the ethics specialist in their department whose name comes next in alphabetical order after their own. Both versions asked control questions about specialists in metaphysics and epistemology. The majority of respondents expressed the view that ethicists do not, on average, behave better than non-ethicists. Whereas ethicists tended to avoid saying that ethicists behave worse than non-ethicists, non-ethicists expressed that pessimistic view about as often as they expressed the view that ethicists behave better. In the 1640’s Elisabeth of Bohemia and René Descartes engaged in a philosophically rich correspondence. The most well-known aspect of the correspondence begins with a question Elisabeth asks Descartes about his account of the interaction between soul and body. This objection, often called the ‘problem of interaction’, has received much attention in contemporary scholarship and this attention frequently focuses on the exchange between Elisabeth and Descartes. Following the lead of Descartes himself, the majority of scholars treat the problem of interaction (...) as the core, or even the entirety, of Elisabeth’s objections to Descartes from this stage in the correspondence. In this paper I argue that the driving force of Elisabeth’s objections to Descartes’ account is not the problem of interaction. Rather, Elisabeth’s objections to Descartes fundamentally concern Descartes’ account of the nature of the soul. While Elisabeth clearly offers the problem of interaction, it is only one of several worries each of which is designed to show that Descartes’ account of the soul is insufficient. I argue that Elisabeth raises three distinct problems to Descartes’ account of the nature of the soul: the causal interface problem, the vapors problem and the principal attribute problem. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:HUME ON CONTINUED EXISTENCE AND THE IDENTITY OF CHANGING THINGS Most discussions of Hume's rather cursory treatment of coherence as a factor in generating belief in what he calls the continu' d existence of objects in Of Scepticism with Regard to the Senses, have taken a common line in interpreting the nature of the problem Hume's treatment is designed to solve. For instance, perhaps the two most ex2 3 (...) tensive discussions, those of Price and Gomberg seem to agree that the problem is: how do we fill in the gaps among our perceptions, complete sequences or series that are incomplete, and come to believe in the existence of a world of unperceived objects. At the same time such discussions have focussed on the issue of whether the inference from the coherence of our perceptions to belief in the continued existence of objects (ICCE) is, as Hume claims, distinguishable from causal inference. Hume is read in such a way that ICCE if not causal is at least quasi-causal; that is, the only difference for Hume between the two sorts of inference has been taken to be one concerning the evidence on which each is based — causal inferences on past constant conjunctions or uniformities, ICCE on something less. I believe that these discussions have invariably omitted a key factor in understanding Hume's treatment of coherence, one that I want to point out and develop in this paper. Hume's discussion of coherence, like his discussion of constancy, is bound up with the concept of identity; for belief in the continued existence of an object, which coherence generates, is a belief about its identity. Hence a causal inference is distinguished from ICCE by Hume as only the latter necessarily involves belief in the identity of an object over time. Once this is recognized, we can view Hume's discussion^of coherence as requiring an answer to the question: "How do we come to believe in the identity of changing things?" I want to consider two interpretations of 106. the exact nature of ICCE for Hume — one suggested by examples offered in his discussion of coherence, the other suggested by remarks about the concept of identity in other sections of Part Four of Book One of the Treatise — and to argue that neither satisfactorily answers this question. This failure raises doubts not only about ICCE but about the tenability of Hume's characterization of the "vulgar" view of perception and his view of identity. When Hume first answers the question, "What qualities of our impressions or perceptions lead us to attribute to them a distinct and continued existence,?" by isolating the qualities of constancy and coherence, I think it is clear that the former is invoked to account for objects which are, at least in a relative sense, unchanging, which have always appear 'd to me in the same order and return upon me without the least alteration (T194), while the latter is invoked especially, if not solely, to account for objects that underto rather large changes over time, things which after a little absence or interruption may become hardly knowable. (T195) Hume's example concerns a fire in his chamber, which undergoes great change from the moment he leaves (or perhaps the moment it is lighted) to the time he returns (or perhaps the time it is a bunch of glowing embers), but which, nevertheless, compared to other fires undergoes a like alteration...in a like time. (T195) Whatever more coherence can do, it is required, at least initially, to account for just those cases which cannot be subsumed under constancy, in other words, cases in which changing objects are taken to possess distinct and continued existence. In the famous paragraph following his initial comments on coherence, Hume seemingly proceeds to explain how coherence gives rise to belief in continued existence. The account runs basically as follows. Hume hears a noise, as of a door turning; he sees a porter coming toward him.
